Migration Queensland publishes its 2026–27 program: registrations of interest open 6 November 2026
Queensland’s 2026–27 State Nominated Migration Program is published and registrations of interest for the subclass 190 and 491 open on 6 November 2026. The work experience rules, both occupation lists and the graduate cut-off date have changed.
On 30 October 2026 Migration Queensland published its State Nominated Migration Program for 2026–27. Registrations of interest (ROIs) open on 6 November 2026, for nomination for the Skilled Nominated visa (subclass 190) and the Skilled Work Regional (Provisional) visa (subclass 491).
Every applicant must submit a new ROI for 2026–27, including anyone who registered in an earlier program year and was not nominated. Onshore applicants must have lodged their 2025–26 tax return and received their ATO Notice of Assessment before they submit an ROI. Migration Queensland states that, because the program is highly competitive, submitting an ROI does not guarantee an invitation to apply.
Is your occupation on Queensland’s 2026–27 list?
Type your job title or ANZSCO code. You will see whether the occupation is on Queensland’s onshore and offshore lists, for the subclass 190, the 491 or both, whether it is in the Building and Construction pathway, and what changed from 2025–26.
Lists as shown on the Migration Queensland website on 30 October 2026, compared with the 2025–26 lists (archived 10 August 2026). ANZSCO 2013 codes, as used in LIN 19/051.
Key dates for 2026–27
- 30 October 2026 – Migration Queensland announces the 2026–27 program is published and points to its current pathways, occupation lists and document checklist.
- 6 November 2026 – ROIs open on the Migration Queensland website.
- Before your ROI (onshore) – your 2025–26 tax return lodged and your Notice of Assessment received.
- 14 days after an invitation – your nomination application, supporting documents and fee are due. Migration Queensland states that if payment is not received within 14 days the application is closed and not considered again in that program year.
- 2 to 4 weeks – how long Migration Queensland says skilled assessments often take once a complete application and the fee are received (4 to 6 weeks for small business owner applications).
- 30 April 2027 – small business owner ROIs for the 491 must be submitted before this date.
The five Queensland pathways
| Pathway | Who it is for | Queensland work experience | Visa |
|---|---|---|---|
| Skilled workers living in Queensland (onshore) | Living and working in Queensland for a Queensland-based employer | 491: 6 of the last 9 months in regional Queensland. 190: 9 of the last 12 months in Queensland | 190 or 491 |
| Building and construction workers | Occupations marked for this pathway on the onshore list | 3 continuous months in Queensland immediately before the ROI | 190 where possible, otherwise 491 |
| Queensland university graduates | Bachelor, Master’s or PhD completed 100% in Queensland, graduated after 1 July 2022 | As for onshore, but any Skill Level 1 occupation counts | 190 or 491 |
| Skilled workers living outside Australia (offshore) | Living outside Australia, occupation on the offshore list | 1 year of skilled employment within the last 3 years | 190 or 491 |
| Small business owners in regional Queensland | Business started between 1 June 2024 and 19 September 2025 in a regional postcode | Business run full-time for at least 2 years (exemption for some 2025 start-ups), profitable, turnover of at least $200,000 in the last 12 months; living and working in a regional postcode for the 2 years before the ROI | 491 only |
The full criteria for the subclass 190 and 491 themselves, including the points test, are in our skilled visa guide.
Requirements shared by the four skilled pathways
The onshore, building and construction, graduate and offshore pathways share these requirements. The small business owner pathway has its own criteria, set out further down.
- A valid skills assessment for an occupation on the Queensland onshore or offshore skilled occupation list, as your pathway requires.
- A score of at least 65 on the Department of Home Affairs points test.
- At least Competent English, as the Department defines it.
- Work experience gained after your qualification, of at least 20 hours a week (20 paid hours on the onshore pathways), in your nominated occupation or a closely related occupation with the same first 3 digits of the ANZSCO code. Graduates may also rely on any Skill Level 1 occupation. Casual work is accepted and more than one job can be combined.
- A commitment to live and work in Queensland for 2 years after a subclass 190 is granted, or in regional Queensland for 3 years after a subclass 491 is granted. For offshore applicants the period runs from arrival in Australia on the visa.
Migration Queensland will not nominate you for the subclass 190 if you have been nominated for, have applied for, or hold a subclass 491 or subclass 489 visa.
What changed from 2025–26
Comparing the 2026–27 pathway pages with the versions Migration Queensland published for 2025–26:
- Onshore work experience is measured inside a window. 2025–26 required the past 6 months (491) or the past 9 months (190) immediately before the ROI. 2026–27 requires at least 6 out of the last 9 months, or 9 out of the last 12 months. This applies to the onshore and graduate pathways.
- Offshore applicants no longer need to be in work when invited. 2025–26 required 1 year of skilled employment and that you were still employed in the occupation when invited and nominated. 2026–27 requires 1 year within the last 3 years, and states that you are not required to be currently employed when you submit your ROI, are invited or are nominated.
- Graduate cut-off moved. Graduates must now have graduated after 1 July 2022, a year later than the 1 July 2021 date in 2025–26.
- A skills assessment is part of the occupation requirement. The four skilled pathways now read “have a valid skills assessment for an occupation on” the list.
- Offshore work experience is spelt out. The experience must now be gained after your qualification, be at least 20 hours a week and be in the nominated occupation or one with the same first 3 ANZSCO digits.
- Onshore wording is tighter. The onshore and construction pathways now say 20 paid hours a week, working for a Queensland-based employer, and the construction pathway says 3 continuous months. Graduates may now also rely on a closely related occupation, as well as any Skill Level 1 occupation.
- The subclass 190 bar is wider. It now also covers anyone who has been nominated for a subclass 491, not only those who applied for or hold one.
- Also stated for 2026–27: every applicant submits a new ROI, and onshore applicants need their 2025–26 Notice of Assessment before the ROI.

Some occupations people often check: Chef and Cook are on the onshore list for the subclass 491 only, and not if you work in a takeaway or fast-food business. Software Engineer is on the onshore list but not the offshore list. No accounting occupation is on either list.
Queensland skilled occupation lists 2026–27 in full
Migration Queensland states that if your nominated occupation is not on the list for your pathway, you are not eligible for Queensland nomination in 2026–27 and should not submit an ROI. The small business owner pathway is the exception: it accepts any occupation in LIN 19/051.

Living on the Gold Coast: regional Queensland for the 491
Migration Queensland defines regional Queensland by the Department of Home Affairs list of designated regional area postcodes. Its list includes the range 4207–4275, which covers Gold Coast postcodes such as Southport 4215, and the Department lists the Gold Coast as a Category 2 ‘Cities and Major Regional Centres’ area.
For the subclass 491 you must live and work in a designated regional area. If you are onshore, your employer must state in your Statement of Service that your work address is in one. Migration Queensland adds that a Brisbane-based company does not generally meet the requirement unless the employer confirms your role is located in a regional area and needs you to be physically present there. Working from home is accepted where your employer has a physical presence in Queensland; working remotely for an interstate or overseas employer is not.
How Migration Queensland selects candidates
Meeting the criteria does not guarantee an invitation. Migration Queensland applies its own selection process to the information in your Expression of Interest and ROI, and invites the most competitive applicants at the time of selection. The factors it lists include skills and qualifications; work experience, salary and the ability to secure and keep employment; where in Queensland you work; age; English; and your partner’s skills and English. It also considers current workforce demand and skills shortages across Queensland, particularly in regional, rural and remote areas.
Queensland nomination is a step towards the visa, not the visa itself. The Department of Home Affairs assesses and decides every subclass 190 and 491 application.
Documents due within 14 days of an invitation
For the onshore pathway Migration Queensland lists:
- the State Nomination Application Form, completed and signed
- your passport bio page (old and new pages if the passport was renewed after your ROI)
- a recent VEVO statement
- your skills assessment, or current registration where the occupation requires it, such as AHPRA registration
- evidence of your Queensland address: a residential lease or a utility bill issued in the last three months. Bank statements, phone bills and internet bills are not accepted; otherwise a Commonwealth statutory declaration
- complete employment contracts for the qualifying period, showing at least 20 paid hours a week
- a Statement of Service form signed by each employer (for labour hire, by the business where you actually work), declaring any gaps or unpaid leave
- up to 3 payslips per employer, from the beginning, middle and end of the period
- your 2025–26 ATO Notice of Assessment
Any document not in English needs a certified English translation; translations made by the applicant are not accepted. Self-employed applicants provide different evidence: onshore, an ABN Lookup, tax invoices with matching bank statements and reference letters; offshore, a statutory declaration with supporting evidence for each year claimed.
Queensland nomination fees
| Application | Offshore applicant | Onshore applicant (incl. GST) |
|---|---|---|
| Skilled Nominated visa (subclass 190) | AUD 573.00 | AUD 630.30 |
| Skilled Work Regional (Provisional) visa (subclass 491) | AUD 573.00 | AUD 630.30 |
| Subclass 491, Small Business Owners pathway | Not available | AUD 630.30 |
The fee is paid only after an invitation, and it is not refunded in any circumstances, including if the visa is later refused. GST applies to any payment made within Australia, whether you or your representative pays it.
How many places Queensland has
The Department of Home Affairs sets each State’s nomination allocation. At 30 October 2026 its allocations page shows the 2025–26 figures only: 1,850 subclass 190 and 750 subclass 491 places for Queensland. No 2026–27 allocation has been published there yet.
How we help with a Queensland nomination
We are a Gold Coast migration practice in Southport. Before registrations open we check which pathway fits, whether your occupation and skills assessment match the list, and that your points claims, work dates and hours line up across your Expression of Interest, your ROI and your documents. If you are invited, we prepare the nomination application and evidence inside the 14 days, then the visa application. Read more about the subclass 491 visa.
Questions and answers
When do Queensland registrations of interest open for 2026–27?
On 6 November 2026. Migration Queensland published the 2026–27 program on 30 October 2026 and stated that ROIs open on 6 November 2026, for subclass 190 and 491 nomination.
I submitted a Queensland ROI last year. Do I need to submit a new one?
Yes. Every applicant must submit a new ROI for 2026–27, including anyone who registered in an earlier year and was not nominated. Your existing SkillSelect Expression of Interest can still be used if it is current, but Migration Queensland will not consider an EOI with fewer than 15 days before it expires.
Do I need my 2025–26 Notice of Assessment before I register?
Yes, if you are onshore. Onshore applicants must have lodged their 2025–26 tax return and received the ATO Notice of Assessment before submitting an ROI, and the Notice of Assessment is on the document list if you are invited.
How many points do I need for Queensland nomination?
At least 65 on the Department of Home Affairs points test. Migration Queensland states that it does not primarily select on the points score; it looks at skills, work experience, salary, where you work, age, English and your partner’s skills.
Is the Gold Coast regional for the Queensland 491?
Yes. Migration Queensland uses the Department’s designated regional area postcodes, which include 4207–4275, the range covering Gold Coast postcodes such as Southport 4215, and the Department lists the Gold Coast as a Category 2 regional area. You must both live and work in an eligible postcode for the 491.
How long do I need to have worked in Queensland?
It depends on the pathway. Onshore and graduate pathways: 6 of the last 9 months in regional Queensland for the 491, or 9 of the last 12 months in Queensland for the 190. Building and construction: 3 continuous months. The work must be at least 20 paid hours a week and after your qualification.
Can I apply for Queensland nomination from overseas?
Yes, through the offshore pathway, if your occupation is on the offshore list and you have at least 1 year of skilled employment in it, or a closely related occupation, within the last 3 years. You no longer have to be employed when you register, are invited or are nominated.
Can I apply for Queensland nomination if I live in another State?
No. Migration Queensland states that applicants living in Australia but outside Queensland are not eligible under its onshore or offshore pathways.
Can I apply for Queensland nomination on a student visa?
Yes, if you meet every requirement of your pathway, including a valid skills assessment. For the graduate pathway you must already have completed a Bachelor, Master’s or PhD at a Queensland institution, graduating after 1 July 2022, when you submit the ROI. A dependant of a student visa holder with work rights can also be eligible.
Does my Queensland degree need to match my occupation?
No. Under the Queensland university graduates pathway the degree does not need to relate to your nominated occupation, and any Skill Level 1 job counts towards Queensland’s work requirement. Only related work earns points in your Expression of Interest.
I hold a 491 visa. Can Queensland nominate me for the 190?
No. Migration Queensland will not nominate you for the subclass 190 if you have been nominated for, have applied for, or hold a subclass 491 or 489 visa. After holding the 491 for at least 3 years you may be eligible for the subclass 191, if you meet its requirements.
Are chefs and cooks on the Queensland list?
Yes, on the onshore list for the subclass 491 only. Migration Queensland states that chefs and cooks working in a takeaway or fast-food business are not eligible. Neither occupation is on the offshore list.
Can I change my Queensland ROI after submitting it?
No. An ROI cannot be updated. You submit a new one, and only your most recent ROI is considered. Each ROI can select only one visa subclass, and you can hold only one valid ROI at a time.
How long do I have after a Queensland invitation?
14 days. You must provide your documents and pay the nomination fee within 14 days of the invitation; otherwise Migration Queensland closes the application and does not consider you again that program year.
How much does Queensland state nomination cost?
AUD 573 for an offshore applicant, or AUD 630.30 including GST onshore, for either the 190 or the 491. You pay it after an invitation, and Migration Queensland does not refund it, even if the visa is later refused.
Is the Queensland small business owner 491 still open?
Yes, for businesses started between 1 June 2024 and 19 September 2025 in an eligible regional postcode, with an ROI submitted before 30 April 2027. You must own 100% of the business (or jointly with your spouse or de facto partner), run it full-time for at least 2 years, unless the 2025 start-up exemption applies, and have lived and worked in a regional Queensland postcode for the 2 years before the ROI. The business must be profitable, with turnover of at least $200,000 in the 12 months before the ROI, and home-based businesses are excluded. Businesses started after 19 September 2025 or before 1 June 2024 are not eligible, and the business purchase pathway is closed.
