Which ANZSCO edition the Migration Regulations use: LIN 24/105
LIN 24/105 defines ANZSCO for the Migration Regulations 1994: the edition in force on 27 June 2013 by default, and the edition in force on 23 November 2022 for regulations 2.72 and 2.73 and subregulation 5.19(5).
The Migration (ANZSCO Definition) Specification 2024 (LIN 24/105) was signed on 6 December 2024 by Julian Hill, Assistant Minister for Citizenship and Multicultural Affairs, under regulation 1.03 of the Migration Regulations 1994 (section 3). It commenced on 7 December 2024 (section 2) and has not been amended. Schedule 1 repeals section 5 of LIN 19/051, the provision that defined ANZSCO for regulation 1.03 until then.
Regulation 1.03 provides that ANZSCO has the meaning specified by the Minister in an instrument in writing for this definition

Instruments that set their own edition
Attachment A to the explanatory statement says the default in section 6(2) applies except as provided in section 6(3) or where a contrary intention is indicated, for example in an instrument made under the Migration Regulations. LIN 19/216, the age, skill and English exemptions instrument for subclass 186, 187 and 494 visas, is one example: section 5 of its Compilation No. 4 uses the 23 November 2022 edition for a subclass 186 application and the 27 June 2013 edition for a subclass 187 or 494 application.
