In a media release of 1 October 2026, the Assistant Minister for International Education stated that from 5 October 2026 VET providers and education agents will no longer be able to recruit and enrol new international students into the Graduate Diploma of Management (Learning), following his decision on 4 September 2026 to use the new course cancellation powers for the first time.

The release states that during the transition period some providers issued over 1,300 new Confirmations of Enrolment and brought forward over 1,500 student commencement dates, that the Department of Home Affairs has written formal letters of concern to a number of providers, and that the Assistant Minister is considering using section 97 of the Education Services for Overseas Students Act 2000 to suspend a provider’s ability to recruit new students.

According to the release, international students who commenced the course with their current provider before 5 October 2026 may be able to complete their studies where no integrity breaches are identified.

The release also states that the Government is monitoring students who agree to study arrangements they cannot genuinely undertake, including studying two full-time courses at the same time, and that students in non-genuine arrangements may put their student visa and later visa applications at risk.
